Our History

Parnell & Associates is a family-owned and operated business with roots dating back more than 50 years. The company was founded by Tom Parnell and his wife, Annette. Tom Parnell graduated from the University of Tennessee with a degree in civil engineering and surveying. He moved to Cambridge, Ohio in 1967 to work in construction for Hall and Barber, an asphalt construction company. In 1972, he and his wife started a surveying and engineering company and in 1982 they added general construction work to the mix.


Today, Parnell & Associates is still a family-owned and operated business, with Tom’s children, Larry, and Penny Parnell at the helm.

Penny Parnell has been with the company for 27 years. She is a graduate of Ohio Northern University and Muskingum University. She is the mother of Brandy (Ben) VanDyne and loves being a grandmother to Nash and Paisley VanDyne. She loves to volunteer and is currently on the United Way board. She has also been involved in Cambridge Main Street, Cambridge Youth Basketball League, The Living Word, The Belmont Correctional Institution Academic Advisory Board, and The Children's Dyslexia Center.

Community Service

Parnell & Associates operates as a family business and believes the community is part of that family. The company supports community groups and organizations such as the YMCA, United Way, Salvation Army, Rotary Club of Cambridge, and many others. With a firm family commitment to this area, Parnell & Associates prides itself on being a strong community member, as well as a successful local and regional business.
